Dear Fr. High Commissioner,
As I stated in my interview with you yesterday
the Government of Hong Kong has prepared a scheme for
the evacuation of European women and children from
Hong Kong in the event of a war occurring which may
render the Colony liable to full siege conditions,
and the Government of the United States has indicated
orally that in case of emergency British evacuees would
doubtless be permitted to enter the Philippines and be
afforded, so far as circumstances permit, care and
consideration there similar to those provided for
American refugees.
All civilian British women and children are
being registered in Hong Kong and steps being taken to
ensure that their passports are in order and that they
have been duly immunised against smallpox, cholera, etc. There are, however, the wives and families of British soldiers (enlisted men) who are in a slightly different
position in that it is not the ractice to issue to them
passports, as they travel on military transports, while
their health is cared for by the army medical corps,
which requires their periodical vaccination against
prevalent infectious diseases.
