Regarding the evacuation of families from Hong Kong

following arrangements are proposed.

First, H.M. Consul to settle claims for

accomodation and messing and charge army in his account with

Foreign Office.

Second, Until other arrangements made families will

be treated while evacuees as entitled passengers on board ship.

Officers to pay messing charges as in

Allowance Regulations, paragraph 460,

Fifth, Compulsory and voluntary allotments by

other ranks to be paid by Consul and recovered from soldier's

pay here.

Sixth, Officers to give authority in duplicate

for payment by Consul to families of specified amounts

periodically and for refund by Army Agents of Payments.

Original authority to acompany claim for first payment and to

provide also for refund of messing charges as at fourth.

Recoveries from Oficers drawing pay locally would be made

here
