My dear Bolton,

I attach a copy of a telegram sent to us by our Kobe Office via New York and dated December 16th. I presume this telegram was sent to our New York Office in code.

Our Kobe Office wire of 4th to which they

refer was as follows:-

"Do not draw on Kobe meantime cannot sell "sterling here"

The credit No.2335 to which reference is made is a credit opened by the Exchange Control Office, Bank of England their No. 1228 and is available in Kobe to captains of Norwegian steamers certified by Messrs. Aall & Co., Kobe.

As no doubt you will realise the

seriousness of the position that has arisen, I shall be grateful if you will deal with this matter as expeditiously as possible.
