Bolton has received the attached letter,

dated the 17th December, from the Hongkong and Shanghai Bank. We feel unable to sell the Hongkong and Shanghai Bank any dollars in order to get them out of this difficulty. Nevertheless, the difficulty is serious and I suggest that we should get an early opinion from our Embassy in Tokyo as to the facts of the position and any reasons for it which they can give.

If there is clear evidence of discrimination against the Hongkong and Shanghai Bank I presume that as a first step the Embassy would lodge a vigorous protest with the Japanese Foreign Office.
