This Ministry has now drawn up and hereby promulgate the Regula- tions relating to Restriction of the Sale of Prohibited Imported Articles and the List of Articles Coming Under the Restriction Regulations, which shall come into force as from the 1st July 1950.
Regulations relating to restriction of the ale
of prohibited imported articles.
With a view to thoroughly enforcing the Law Governing Prohibition of
Importation of goods now in operation and strictly carrying out retrenchment policy, the Ministry of Finance has drawn up these regulations for restricting sales of articles the importation of which is under prohibition.
Articles the sale of which is subject to restriction under the se Regulations shall be classified according to their respective natures and announced periodically by the Ministry of Finance.
Articles the sale of which is subject to restriction under these
Regulations shall be withdrawn from the market upon expiration of the three month period beginning from the day when such articles are announced to be placed under restriction. The unsold stocks shall be gathered together and checked and an inventory of same prepared by the business house or store concerned within one week following the above time limit and sent to the Trade Commission or its designated offices which will take over and pay for these stocks. If the goods are not handed over at this time and are still being sold or transported secretly, they shall be confiscated as soon as they are discovered.
In purchasing articles which are subject to restriction, the trade commission and its designated offices shall pay for them at the prices fixed by the Government.
Articles purchased according to these Regulations shall be put under the custody of the Trade Commission or its designated offices, and a report on the quantity and value of the goods shall be rendered by the said Commission to the Ministry of Finance for final disposal.
As soon as the time limit for the sale of articles subject to re- striction has expired, the provincial municipal or district govern- ments as well as their designated offices ahall bear the responsibi- lity of inspecting such goods. Smuggling preventive measures during transportation of such articles shall be taken by the Maritime Customs and the various shipping examination offices in the war zones. As soon as they are seized, the goods which are liable to confiscation shall be handed over to the Trade Commission or its designated offices for custody pending final disposal by the Ministry of Finance.
With regard to articles confiscated according to these Regula- tions, the Trade Commission or its designated offices shall distri- bute part of the proceeds of the sale of such articles in the following proportions as rewards and remit the remainder to the National Treasury.
1. 30% to the informant
2.
20% to staff members of the government office re- sponsible for the discovery and seizure of the goods.
3.
10% to staff members of the government office which has rendered aid to the case.
