In reply to your Circular (W 5431/72/49)

of 19th April, 1940. I have the honour to report

that British subjects in China are not obliged to

make returns of their foreign securities, that no

restrictions are imposed on the sale, transfer and

export of such securities held by them, and that

their holdings of foreign currencies are subject to

no restrictions. As long as extraterritorial

rights exist no such regulations could in any case

be enforced on British subjects in China,
