Careful investigations made on my representations regarding incidents reported in your telegram No. 52 afford reasonably convincing proof that no military i.e. army aeroplane could have been involved. Moreover General in charge of army aeroplanes assured me personally that there would be no repetition if army aeroplane proved to be concerned.

2. It seems certain that offenders are naval aeroplanes.. My Japanese colleague has promised to expedite existing inves- tigations but naval aeroplane base is remote and I suggested and he strongly concurred that quickest results would be secured by representations from Commander-in-Chief to Japanese Admiral through the Japanese Consul-General, Hongkong.
