In accordance with Section 18 of the Deportation
of Aliens Ordinance, 1935, I have the honour to report
that, with the advice of my Executive Council, I have made summarily a deportation order for life against an alien, Basil Ephremovitch de Kanel, under sub-section 1(c) of
section 3 of the above mentioned Ordinance on grounds that
his activities constitute a grave potential danger to the
interests of this Colony.

De Kanel, a former Russian born in Chita, Liberia,
arrived in Hong Kong on 4th July, 1938, travelling on an affidavit in lieu of passport issued at His Britannic Majesty's Consulate-General, Shanghai, on 28th June, 1938,
and visé for Hong Kong on the same date. He had
previously been in Hong Kong from July, 1927, to July, 1928,
and in August, 1934. On the latter occasion he arrived from Shanghai on a Chinese passport without a visa, and was
fined ten dollars for this offence.

The ostensible purposes of his last visit to
Hong Kong were to enter the Far East Flying Training School,
at which he has since obtained an "A" licence, and to
obtain material for a magazine known as the "China Sea
Clipper" of which he is publisher and editor. During his
stay here he has been closely connected with two concerns
suspected of Japanese affiliations.
