It is known that de Fanel had been in serious

financial straits and had been unable to pay his debts,

ut recently he has appeared to have ample funds, the

origin of which cannot be ascertained. lle' speaks

Russian, Japanese, Chinese and English, and reliable

information indicates that he is in Japanese pay, having

come to the Colony for the purpose of reporting on the

passage of aeroplanes and war materials through Hong

Kong. In support of this information it is known that

he was acquainted with Isaac Bension Cohen, whose

deportation waa reported in my secret despatch dated

14th October, 1938, and with other undesirables also

suspected of being Japanese agents.

De Kanel was deported from this Colony to

Shanghai on 20th October, 1939.
