Dear Ashley Clarke,
It may be of interest to the Foreign Office
to know that we have heard from Sir Geoffry Northcote,
Governor of Hong Kong, of the sending of a long letter
to President Roosevelt on the 20th September, by Sir
Henry Pollock, who subscribed himself " As the Senior
Unofficial member of the Executive and Legislative
Councils of this Colony".
The letter is a diatribe
against the Japanese and an appeal to the President to
send the Pacific Fleet to Manila in order to save
British interests in the East from ruin and Hong Kong
in particular from bombing.
Sir Geoffry is anxious that, if this document
should come to light, it should be known that he had no
knowledge at all of its existence until the middle of
October, and would have done all he could to discourage
