between the three sections will be subject to the control of the proper military authority The ordinance will
apply to civil servanto as well as the other members of
the community.
Three features of the bill deserve mention here.
In the first place the procedure designed in the bill can
be undertaken step by step, each of which can be taken
without necessitating action on the next step. Secondly,
it is in every case the individual and not a class of
persons who will be subject to the provisions of the ordinance
Thirdly, it does not follow that at the outset the
provisions of the ordinance will be made applicable to all
persons between the age limits of 18 and 55 years of age.
For instance the proper authority could, under clause 5,
call up all between those agea for medical examination
and under clause 6 call up only those between the ages
of 13 and 45. The proper authority will be the Commissioner
of Police acting under the general direction of the
Governor.
The first step is that of medical examination.
The next, except in the case of civil servants, is the
summoning before a tribunal of those who have passed as
fit in that examination and fall within such age-groups
as the Governor may determine from time to time. The
tribunal will decide whether each person called before it
should be enrolled in the Reserve or not. The only
grounds for exemption will be that that course is expedient
in Imperial or Colonial interests or because of consequent
hardship upon the individual concerned. An appeal tribunal
will be formed to hear appeals against the decisions of the
compulsory service tribunal.
