goes, will be treated in the same way as other civilians;
but in their cases the functions of the tribunal will be
performed by the Governor, whose decision as to their
enrolment or exemption will be final.
The third step is the assignment by the
compulsory service tribunal of those enrolled in the
Reserve to the combatant, the key-posts or the general
group. No one over the age of 41 will be assignable
to the combatant group against his will, nor will any
declared conscientious objector. The name of the first
group explains the nature of its duties: as regards
the key-post group, there will be many posts in official
and non-official employment which must remain staffed by
expert persons: the general group will include men
posted to special constable or guard duties, to clerical
work with the fighting forces or any other duty essential
to the defence of the Colony.
The fourth step in the case of the combatant
group will be sub-assignment by the proper military
authority

who will be appointed by the General Officer
to one of the three sections, naval, military
end air. At this stage key-post and general section men
will come under regulations drafted in accordance with sub-
clause 11(6) of the bill.
Such are the main provisions of the bill which
will now be laid. Honourable Membera are urged to study it
carefully. The Council will be summoned at an early date
to debate its provisions at the bill's second reading and
in the committes stage.
