Hong Kong military service legislation.
Enclose copy of letter of 1st June to Colonial Office, stating that Admiralty welcome the present proposals for introduction of compulsory military service in Hong Kong, and suggesting that possible adverse effect on Japanese opinion might be mitigated by representing the measure as parallel to introduction of conscription in Great Britain and by adopting similar measures in other colonies outside the Far East.
