With reference to your letter No.

6214/150/39, dated 9th May, 1939, I am commanded

by My Lords Commissioners of the Admiralty to acquaint you, for the information of the Secretary of State for the Colonies, that they welcome the present proposals of the Governor of Hong Kong for the \ introduction of compulsory military service in the

Colony.

My Lords desire me to suggest that the possible adverse effect on Japanese opinion might be mitigated by representing the measure as a

parallel to the introduction of conscription in this country, and, still more, by adopting similar measures in other colonies outside the Far East.

Copies of this letter are being sent to the Foreign office, War Office and Air Ministry.
