MEMORANDUM
FOR THE DEPARTMENT OF OVERSEAS TRADE.
The Foreign Office enclose here in an envelope
received by His Majesty's Consul-General at Harbin
from the Department of Overseas Trade from which it
will be seen that the address used is "Harbin, Manchukuo".
2. In view of the fact that His Majesty's
Government have not recognized "anchukuo" the Foreign
Office wish to suggest that any official communication
to His Majesty's Consular officers at Harbin and Hukden
should preferably be addressed to Manchuria rather than
*Manchukuo".
