Dear Department,

We send you herewith an

envelope just received from the Department of

Overseas Trade from which you will see that

they address us as "Harbin, Manchukuo".

We think it preferable that

Manchuria should be used instead of "Manchukuo" and,

if you agree, the point might be called to the

attention of the mailing department of the

Department of Overseas Trade.
