Dear Mr. Cheng,

You will recall that in my letter No.

F 5085/3262/10 of the 27th June, I informed you that

we were giving further consideration to the question

of the evacuation of Chinese Boxer Indemnity students

in the event of war.

2. This question has been referred to the

Universities Bureau of the British Empire, as the

evacuati n of students from the Universities is in the

hands of the Universities themselves, and not of His

Majesty's Government.

3. We have now been informed that it does not

appear necessary for the Boxer Indemnity scholars other

than those at London University to be evacuated in the

event of wer since they will presumably remain in their

Universities or leave this country. As regards the

Boxer Indemnity students in London, the University of

London are being consulted as to the possibility of

evacuating them to receiving Universities.
