3. In conclusion, I regret to inform you that
it appears impossible to include any Chinese students
other than the Federation of British Industries
engineering apprentices, whose case is still being considered, and the Boxer Indemnity scholars in any
evacuation plans. I would accordingly suggest that
the Chinese Embassy should be consulted on the subject
of the evacuation of any Chinese students who do not fall into these two categories.
