of technical institutions in evacuation and neutral area will,
certainly
suddenly or probably, stop, and apart from this there would be
the very serious difficulty which would arise in the case of a
student taking a specialised form of instruction, probably
involving specialised equipment, of finding another institution
which could provide it.

If the Foreign Office consider that arrangements should
be made for the safety, as distinct from the continuance of the
educational work, of certain foreign students and apprentices who
are outside the scope of arrangements made by Universities on the
ground that we have moral obligations towards them, it will be for
the Foreign Office to consider who should be asked to undertake the
job. Local Authorities could not undertake it as it is too
scattered and their receiving arrangements are for children and some
mothers and not for young men and women students. It is suggested
that the Foreign Office should consider one or other of the following
"courses: Either it might be suggested to the Embassy or Legation
concerned that they should consider measures for the evacuation of
the students in whom they are interested to reception areas, or
alteratively it is possible that the National Union of Students at
the instance of the Foreign Office might be prepared to concert
safety measures for foreign students not otherwise provided for.
In conclusion it may be of assistance to you to have an
indication of my personal advice.
