You will by this time have received my letter of July 5th
in which I promised you a further communication about the Chinese
students attending the Chelsea Polytechnic and the Manchester College
of Technology. I am afraid that we cannot help you with
regard to them except by letting you know how the land lies.
There is a Government evacuation scheme for certain classes
of persons, mostly children and some mothers. The Ministry of
Health controls the scheme, and it is carried out by the Local
Authorities. The Board of Education is merely concerned with
the educational arrangements to be made for the evacuated children.
The oldest of these will be secondary school children and full-time
junior technical school children. The scheme does not touch either
university students or senior full-time technical students or, of
course, part-time students. That is to say the scheme does not
touch any of the students who are the concern of the China
Institute.
Some Universities with the knowledge of the Ministry of
Health have made schemes of their own for evacuating University
students. It is for each University to decide whom they will or
will not include in the scheme.
Thus no arrangements are being made for full-time senior
technical students, British or other, in the event of war either
for their safety or for the continuance of their education.
It would not be practicable to make official arrangements
for the continuance of the studies of the students referred to in
the preceding paragraphs since most of our technical institutions
are in evacuation or neutral areas, and in the event of war the work
