Paras. 1 and 2. Draft instructions for Commanders Tientsin and

Peking despatched on Taksang for your criticism. Necessary transport in

Tientsin must be hired or provided by Council.

Paras. 3 and 4. It will be obviously impossible for reduced

garrison to assume same responsibilities at Tientsin and Peking as they do now

nor can company Commander be expected to play part and carry guns of a

Brigadier. In fact it would be a mistake (?actually) to do so.

Garrison being

reduced status of Commander should be reduced and it is not considered desirable to

give him local ranke Commander at Peking should be local Captain in order to

give him some standing with the commander of guards of other nationalities.

Whatever rank held commanders at Peking and Tientsin will be necessarily compelled

to entertain more than would be the case if they were with their regiments.

Therefore consider existing scale of table money should be paid to them. Will

War Office please confirm.

Para. 5. Recognize unless War Office wish to make available suitable

officer for intelligence duty this work will cease except for information provided

by Parker and routine reports by company commanders of a gencral nature.
