Communicates copy of telegram from Commander Tientsir area No. G 137 of December 1st submitting remarks concerning role of the garrison at Tientsin in event of communicated)disturbances or serious trouble in the Concession. Also
discusses status of the garrison and states that a commandant and at least two clerks for Tientsin area are necessary. In event of threat to Peking Embassy garrison must rely largely on diplomatic status and in 5 Dec. 1939. last resort make a show with little force available.
