His Britannic Majesty's Embassy has received a

telegraphic report from H.B.M. Consulate at Dairen to the

following effect:-

The British steamship NANNING arrived at

Newchwang on November 29th to load cargo for Tientsin,

the shippers of the cargo being Chinese. The loading

of the cargo in question was sanctioned by the Customs

authorities at Newchwang on November 24th, and at 4

p.m. on November 26th the Customs authorities con-

firmed to the shippers that the cargo could be loaded.

But when the s.s. NANNING arrived on November 29th to

load the cargo, the Customs authorities refused to

allow loading. Further, the local branch of the

Yokohama Specie Bank, through which it was necessary

for the shippers to finance their shipments, informed

the shippers that loans could not be granted to them.

The local police informed the agents for

the s.s. NANNING that foreign members of the vessel's

crew could not be allowed to come ashore.

His Britannic Majesty's Embassy would be glad if

the Imperial Ministry of Foreign Affairs could take action

for the removal of the difficulties the s.s. NANNING has

met with.
