sent to us in New Delhi's 63-Ch; and your despatch

No.15 (F 13902/1365/10) of January 3rd, forwarding

Kashgar Monthly Diary for October 1938, which was copied

to us direct by Kashgar (as is indeed noted in the

covering letter).

This double copying, of which the above are

only a few specimens selected at random from papers

received since the beginning of last month, has, we

understand, formed the subject of correspondence between

Peking, New Delhi and yourselves on several occasions.

It involves a considerable amount of extra labour in

registration etc. here and we imagine elsewhere.

remedy which suggests itself is that the External Affairs

Department and Kashgar Consulate-General should always be

so kind as to note on the copy sent home that the docu-

ment in question has been copied to us, and that when

this has been done you should not copy to us.
