Suggested conditions to be attached to permission for Japanese Officer to reside in Hong Kong.

Communicates copy of telegram from Military Attaché, Tokyo, No.192 of 12th December referring to his telegram No.191 (F 12647/2655/10). General Staff has informed him that grant of diplomatic status is not possible though assurance mentioned will be forthcoming. Military Attaché said that some more substantial "quid pro quo" was required and suggested greater facilities for attachment of language officers. This is being considered. Emphasises difficulty of arranging worth-while attachments, and states that threat of removal of Japanese officer from Hong Kong should be used against refusal to allow such attach- ments.
