SECRET

From: British Military Attache, Tokyo.

Desp. 0350 12/12/39. Recd.1130 12/12/39.

Το : - The War Office repeated to G.0.0. Hong Kong

and G.0.C. Malaya.

192 cipher 12/12.

My 191.

General Staff to-day told me that grant

of diplomatic status to language officers not possible

but assurance as in para 4. of my telegram No. 191 will be

forthcoming. I replied that while we welcome this

assurance we feel some more substantial QUID PRO QUO is

required and suggested greater facilities for attachment

of language officers. This is now under consideration.

I would however emphasize that in present circumstances there

will be difficulties in arranging worth while attachments as

all except Tokyo units are closed to foreign officers. I

consider we should use threat of removal of Japanese

officer from Hong Kong as reprisal against refusal to allow

worth while attachments if and when we ask for them.
