Proposed transfer to Kuangsi of Mr. Dixon, engineer attached to Upper Yangtse Conservancy Board.
Addressed Shanghai No. 213. Note from Minister for Foreign Affairs states that General Pai has applied for transfer to Kuangsi for the service of Mr. Dixon, British engineer attached to Upper Yangtse Conservancy Board, and asks that instructions in this sense be issued by His Majesty's Embassy. Dixon is willing to go. Explains reason for the request. Is not convinced that Article 75 of the Order-in-Council of 1925 applies to present circumstances.
