Banditry in Manchukuo.

Transmits copy of despatch to Shanghai No.10 of 27th January (copied Tokyo), in which is reproduced the official report of bandit clearance results in Sanchiang Province for 1938. The figures give the lie direct to the Army's repeated assertions that the bandit problem is practically disposed of. As areas are developed the bandits withdraw very slowly to more mountainous districts. Sanchiang Province provides a daily count of 14 expeditions and 4 encounters, which suggests a lingering problem of some magnitude.
