My Lord:
I have the honour to forward herewith two
memoranda of recent conve.#ctions which I have
had with Mr. Amleto Vespa, a naturalised Chinese
citizen of Italian birth, who is now in an
Francisco. Ar. Vespa has spent twenty-five years
in Manchuria and Mongolia, where he was successive-
ly in the intelligence services of Russia, China
and Japan.
8. He may be said to have been inherited by the
Japanese from the former Chinese régine in Man-
churia, and claims that he was their unwilling agent,
compelled to this service by the fact that his family
and property were in Japanese power. Nevertheless,
his intimate knowledge of the strange and ainister
background in Banchuria, Hongolia and iberia,
against which the Japanese commenced in 1931 to
build their Asiatic empire, appears for a time to
have been of great value to his eployers.
3. Finally, howevor, he found this employment
intolerable and, after escaping to Changhai,
