My Lord,

With reference to my despatch No.564 of

the 12th November, 1937, I have the honour to transmit

to Your Lordship herewith translation of a law

(No.10 of 1939) promulgated in the Japanese Official

Gazette of the 17th March providing for the abolition

of Japanese Consular jurisdiction in Manchukuo.

Under Article 3 of Supplementary Agreement (A) appended to the Treaty between Japan and Manchukuo

concerning the Abolition of Extraterritoriality in

Manchukuo of the 5th November, 1937, translation of

which formed the enclosure in my despatch under

reference, it was provided that the jurisdiction of

the Japanese Consular Courts should continue in full

force for the purpose of the disposal of cases

pending before them at the time of the coming into

force of the Treaty. The necessity for this provision

has now, it was explained in the course of the proceedings in the Diet, ceased to exist and a law

has accordingly been enacted finally abolishing the

courts in question. By the terms of the law, which
