Refers to Tokyo despatch No. 564 of 12th November, 1937 (F 10918/650/10). Transmits translation of law (No. 10 or 1939) providing for abolition of Japanese Consular jurisdiction in Manchuria. It was explained in Diet that provisions for continuation of Consular jurisdiction for purpose of disposal of cases pending before them at time of coming into force of Treaty of Extra- territoriality in Manchuria no longer existed.Cases still pending on 1st April would be transferred to Courts of Korea or Kwantung.
