With reference to Sir Robert Craigie's despatch

to. Your Lordship No. 854 of the 2nd November 1938 I have

the honour to transmit to you herewith a summary in transla-

tion of extracts from the "Government Gazette" of the

Nanking Reformed Government regarding control of silk reel-

ing and cocoon-rearing enterprises.

Your Lordship will observe that the regulations

governing the Central China Silk Company Limited provide

for the incorporation into the company of all existing

businesses and forbid the establishment of new enterprises.

It is difficult to reconcile the wording of these regula-

tions with the assurance given by the Japanese Ministry

for Foreign Affairs to Sir Robert Craigie in October last that the Central China Silk Yarn Company does not

monopolise the activities in which it is engaged.
