Powers of Consul-General at Canton with reference to British Concession, Shameen.
Refers to Canton despatch No. 27 to Shanghai (F 1730/1727/10). Tientsin have no modifications to propose for draft King's Regulations enclosed in Crown Advocate's despatch. Proposed procedure would give Council legal sanction for emergency procedure while leaving initiative with them. Considers this desirable. Hopes approval for issue of King's regulations may be given as soon as possible.
