renewed
Canton despatch No. 27. to Embassy.
Tientsin have no modification to propose for draft King's Regulations enclosed in Crown Advocate's despatch [Chancery letter to Far Eastern Department of April 3rd]. Proposed procedure would give Council legal sanction for
emergency procedure while leaving iniative with them. I
consider this desirable. I hope approval for issue of King's Regulations may be given as soon as possible.
Addressed to Foreign Office No. 386 of 21st April, repeated to Canton No. 11 Saving.
