The high rejection rate of 60% referred to in my earlier letter resulted from the backlog containing many cases where the applicant was having difficulty in obtaining referees or was otherwise unable to meet the requirements. We now appear to be dealing with a better class of application and the rejection rate has dropped to around 40%.

There have been markedly fewer new applications since we introduced the higher fees in March, but this could prove to be a temporary phenomenon.

My present estimate is that the number of certificates forwarded to you for approval will settle down around 500 a year when we have finally disposed of the backlog in about August.
