ANNEX

INSTRUCTIONS FOR THE NAVAL, ARMY AND AIR REPRESENTATIVES ON THE ALLIED MILITARY COMMITTEE.

1.

It has been decided that the existing organisation of the British Permanent Military Rrepresentatives to the Supreme War Council should be reconstituted as a Military Committee to work in collaboration with the existing French Comite d'Etudes in London, and any other allied representa- tion that may be added to this body.

The British Section of the Allied Military Committee (termed A.M.C.) is constituted as

is constituted as a sub-committee of the Chiefs of Staff organisation.

DUTIES.

The duties of the British representatives on the Allied Committee will be as follows

(a) to collaborate with their allied colleagues on

the A.M.C. in the examination from the Allied point of view of problems referred to the A. M. C. by the British War Cabinet or Chiefs of Staff, or by General Gamelin.

(b) to produce when possible agreed recommendations

as to Allied policy on subjects on which the Chiefs of Staff have already agreed, and, on certain occasions to explore with their colleagues subjects on which policy has not yet been decided by the Chiefs of Staff.

(c) to draw the attention of the Chiefs of Staff to

any military problems of an Inter-Allied nature which, in the view of the A.M.C., are not already receiving adequate attention.

MACHINERY.

The British members will be responsible for representing the views of the Chiefs of Staff collectively to the French members; and to any other Allied members who may be appointed should the subject require.

Individually, the British members will keep themselves acquainted with the policy of the Staffs of their respective Services on matters which they take under discussion. Collectively they will be responsible for working in close touch with the Joint Planning Sub-Committee.

The A.M.C. may receive the views of the Chiefs of Staff in the form of a Chiefs of Staff paper. Alternatively, however, they may receive a paper prepared by the Joint Planning Sub-Committee or other sub-committee of the Chiefs of Staff organisation, embodying recommendations which are being submitted to the Chiefs of Staff. In this case, these papers will be employed only as a basis of discussion with their Allied colleagues.
