ANGLO-FRENCH LIAISON

ARMAMENT SUPPLIES TO BALKAN COUNTRIES.

French Government has received from Balkan countries a number of requests for a wide range of war supplies, and is also being asked by those same States to guarantee the supply to them of ammunition in case of war,

2. The French High Command considers that those matters cannot be dealt with day by day as and when the requests come in. It is becoming absolutely essential for the French and British Governments, and indeed for their General Staffs, to pursue the same policy as regards the equipment of Balkan Powers.

3. General Gamelin suggests that the Allied Military Committee should undertake the study of such a policy in order in the near future to lay concrete proposals before the two Governments.

A suggested programme for such a study might comprise the following main points:

(1) Preparation of a list, as detailed as the available information permits, of the war materials of every type (land, naval and air) at present at the disposal of the Balkan forces, distinguishing between equipment produced in French and British works and equipment produced in Central European works.

(11) Enumeration, in correlation with the number of formations each Balkan country can place in the field, of the material required to place these formations on a war footing.

(111) Ascertainment for each Balkan country of the nature and quantity of the supplies of material and ammunition each would require por month in conditions of active warfare.

(iv)

Material and ammunition which the various Balkan

countries could produce themselves; extent of their respective production capacitics.

(v) Material and ammunition the renewal and supply of which the Allies could undertake with their cxisting means of production, and determination of the quantities which might, if the need arose, be handed over,

(vi) Study of steps to be taken, with regard to material produced in Central European works (particularly the Skoda works) and now in use in the Balkans, with a view to its possible renewal and maintenance and the supply of suitable ammunition.
