The Chiefs of Staff at their meeting 28th November, 1941, expressed approval of the following proposals relating to Camouflage organisation:

that the Home Defence Committee should assume

responsibility for dealing with camouflage questions generally and in particular give decisions on major policy and determine the allocation of available resources, material and manpower.

that the C.0.S. (A.A.) Sub-Committee should be

responsible to the Home Defence Committee for relating camouflage projects to other methods of air defence.

and instructed the Secretary to obtain the views of the Ministry of Home Security on the proposed procedure.

The Ministry of Home Secuirty has now been consulted and has expressed agreement with the proposed procedure. The Chiefs of Staff are accordingly invited to give a final decision on this matter.

The terms of Reference of the Home Defence Committee and the C.0.S.(A.A.) Sub-Committee are given in the attached annex. It is suggested that those of the Home Defence Committee are sufficiently wide to cover the proposal outlined in paragraph 1(a) above but that the following additio hould be made to the terms of reference of the CoO.S. (A.A.) Sub-Committee:-

"(vi) to relate camouflage projects to other

methods of air defence".
