AIR FACILITIES FOR THE U.S.A.

Note by the Secretary.

The United States Government has asked for certain facilities and privileges from a number of Caribbean and Central American Governments and wishes similar privileges and facilities from the British Government covering British Honduras and all other British possessions in the Western Hemisphere where such arrangements have not been provided by the base lease agreement.

These facilities and privileges are:-

(a) Permission to fly above and land on the

territory of British Honduras and all other British territory without restriction as to the numbers or types of planes or armament and personnel carried. The customary notification through diplomatic or military channels would not be made but only such notice as would be required for technical purposes, which would probably be direct to the airport concorrned. Even this notification might be precluded by military necessity or in emergency cases.

(b) Permission for the use of local airports

including their facilities such as repair sh ps, installations, services, telephone and radio.

(c) If necessary, privilege of stationing air corps personnel in small detachments, usually consisting of seven non-commissioned officers and eight privates, at the local airfields in order to facilitate movement and servicing of airplanes.
