In event of invitation by Portuguese to occupy Cape Verde Islands it is suggested that similar action should be taken in respect of Portuguese Guinea.

It will be essential to ensure security of aerodromes at Bolama and Bissau. Moreover A.0.0. West Africa has informed me that these aerodromes will be of great assistance to us if offensive operations against Dakar are undertaken. In conjunction with C.-in-C. South Atlantic and A.0.C. I am drawing up plans accord- ingly.
