The attached telegram has now been received from the Government of India giving their views on the strategical aspect of the proposals. for developing the Nokkundi-Meshed lorry route.

Understood from Secretary ar Office 51378 of November 12th that C.0.S. were considering strategical aspect. Our views aro that development of this route will provide useful approach to India from Persia which in normal times would be undesirable. Situation now demands that some risk be taken and in view of importance of supplies to Russia we are willing to accept development of this route as being highly necessary. certain circumstances it might be of strategical value to us.
