My personal view is tht best course is to propose terms suggested in paragraph 4 straight away. Alternative is to begin with proposal for British administration (para- graph 5) and if that is rejected fall back on paragraph 4 terms. Since first step must in any case be to square de Gaulle I suggest that he might be asked which of the two alternatives would be less unpalatable to him. While any solution other than surrender to the Free French must be bitter disappointment to them I am informed by Colonel Hutton that Palowski now realises that a negotiated agreement of the kind contemplated may be inevitablo.

If you agree with views expressed in this telegram I trust you will approach de Gaulle at once and instruct me as soon as possible to open negotiations and what terms are to be offered.
