The Secretary will send fortnightly Progress Reports to the Anglo-French Co-ordinating Committee, copies of such reports being sent to the British and French Ministries concerned.

Any difference of opinion arising out of the supply and purchase of munitions, food, coal and other commodities which affects more than one Executive Committee or wh h raises important questions of principle or priority will be referred to the Anglo-French Co-ordinating Committee, LIST OF EXECUTIVE COMMITTEES,

(1) Executive Committee for Oil.

Co-ordination of production and supplies, shipments and allocation for military and civil purposes as between the two Allies.

(2) Executive Committee for Shipping.

Pooling of the shipping resources of the 2 Allies, chartering of Neutral tonnage, allocation of the available shipping between the Allies on the basis of agreed import and export programmes settled between the corresponding British and French Departments (e.g. The two Ministries of Food, of Supply, etc.).

(3) Executive Committee for Food.

Allocation of supplies, exchange of commodities surplus to requirements in one or other of the countries, agreed joint purchasing and import programmes, etc.

(4) Executive Committee for Armaments and Raw materials.

Co-ordination of production and imports, establishment of joint importing programmes, allocation of available supplies, agreement as to types of armaments to be produceä, etc. (5) Executive Committee for Textiles and Hides.

(6) Executive Committee for Timber.

(7) Executive Committee for Economic Warfare.

Co-ordination of British and French policy with regard to matters connected with the blockade of enemy countries, contraband control, rationing of Neutral countries adjacent to enemy
