territories, quotas and prohibitions, pre-emptive purchases in certain countries, etc. (Collaboration in these particular Departments quickly expanded and ramified into a large number of technical activities. At the time of the French Collapse a very large French staff was working in very close contact with and in the actual off ces of the Ministry of Economic Warfare.)
(8) Executive Committee for Air production and supplies.
Co-ordination of purchases abroad, agreement as to types to be put into production, allocation of supplies, etc.
(9) Coal Requirements Committee
Allocation of Supplies, Shipments from the United Kingdom to France, etc. The Anglo-French Purchasing Missions abroad also developed rapidly during the first nine months of war. In every case the endeavour was to achieve complete co-ordination of orders already placed or supplied on their way to the Allies, and to substitute a joint policy under which orders would be placed on behalf of both Allies in pursuance of an agreed programme and with a view to allocation between them in agreed proportions. In particular the Purchasing Commission in the United States, with its subsidiary missions in Canada, under Mr. Arthur Purvis, was soon handling a vast programme.
