that we persuade Turkey to withdraw the

majority of her forces to the Asiatic side of the Bosphorus;

that we should inform Greece that we propose to consolidate a position to cover Southern Greece 210 Crete;

(a) that we should concentrate on the aerodromes

necessary to implement the above policy.

Admittedly, the above proposals teem with difficulties. I am convinced that unless these difficulties are overcome Germany will repeat her political triumphs merely by the threat of military action, and will establish herself without the slightest military effort on a line which safeguards the whole of her interests in the Balkans and threatens the whole of ours in the Eastern Mediterranean.
