Note by the Secretary.

At the meeting on 21st January, 1941 when the Chiefs of Staff had before them a note by the Head of the United Kingdom Delegation on the above subject, General Ismay informed the Committee that he had shown Admiral Bellairs a paper which he had had prepared on Anglo French Collaboration.

2. Admiral Bellairs thought that General Ismay's paper would provide the United Kingdom Delegation with an admirable background for discussing this question with the Americans. 3. In the United Kingdom Delegation were four officers (Admiral Danckwerts, General Morris, Air Commodor Slessor and Captain Clerke, R. N.) with exceptional knowledge of 'Allied' liason machinery.

In these circumstances it is suggested that no further action need be taken on Admiral Bellairs Note (C.0.S. (41)35) but this will not prejudice any preparatory arrangements for Anglo-United States of America liason which the Service Departments may wish to make.
