We do not recommend, therefore, that any action should be taken at prósent to instigate publicity in America about German gas přeparations, since our own press would be almost certain to follow this lead and thus defeat our intention to avoid publicity at this stage.
5.
If, in the event, it is not found practicable to bring our own preparations up to concert pitch without publicity, we agree that publicity in the United States of America about German gas preparations would be advantageous.
