For the purposes of local operations, the troops under the Command of the Commander, Orkney and Shetland Defences, will be under the Command of the Admiral Commanding Orkneys and Shetlands.
The term 'local operations" is defined as covering the following matters:-
(a)
Instructions as regards opening fire subject to definite limitations laid down by Air Officer Commanding-in-Chief, Fighter Command,
(b) Instructions regarding exposure of searchlights. (c) Recommendations for improvements of existing
defences.

Local re-distribution of mobile defences.
Co-ordination of local measures for internal
security and defence against invasion.
