The attached Memorandum by Rear Admiral Bellairs is circulated on the instructions of the Chief of Naval Staff.

The Chiefs of Staff may wish to consider it at their meeting with the. Commander-in-Chief, Home Forces, or his representative next week, to which meeting General Bartholomew has been invited.

ANNEX
EMPLOYMENT OF GAS.
For the past few weeks I have continued to study various reports and intelligence bearing on probable moves that the German enemy may attempt in 1941 to avoid defeat.
2.
The situation for him is very different from that of July, 1940. Then his air superiority over us seemed assured. Italy was a powerful new ally.
Today he has suffered defeat in the air and such
Italy superiority as he may have is a crumbling asset. has already suffered a major defeat and may become a liability to Germany.
