our own needs must come first for some time to come, then I suggest that the Foreign Office should be told so; thus avoiding the frequent exchange of much correspondence on this subject.

The Chiefs of Staff may, however, consider that we ought, in our own interests, to make at any rate a further gesture to Turkey and a token supply of armaments to Greece.
